Jack B. Quick
He's a "Boy Inventor", surrounded by morons in the village Queerwater Creek. He's inventing the craziest things out of very logical considerations about physics. He always acts with good intentions but most of his experiments go badly wrong.

Officer Pete
Queerwater Creek's police officer. When Jack is noticing some strange phenomenon, he's always reporting to him. Of course, he's as dumb as the rest of the village's citizens, but he's very vigorous when he thinks it's time to fight crime, e.g. when he's arresting drunken photons for driving too fast.
